## Core Rules
1. Every MUST/MUST NOT must have ≥1 proof path.
2. If proof is impossible → downgrade MUST → SHOULD, or mark OPEN QUESTION with rationale.

4. `unverified_musts > 0` is a Final Gate blocker unless downgraded with rationale.
