Triggers: PolicyEngine colors, design tokens, brand palette, teal, CSS variables, theme.css, ui-kit, @theme, @theme inline, dark mode, chart colors, fill var(--chart-1), Plotly format_fig, never hardcode hex, DashboardShell, Header. NOT for: multizone/deploy wiring (use policyengine-tools) or app-v2 internals (policyengine-app).
