The most restrictive applicable class wins. Classification ambiguity fails closed: record the unit as
NOT_CHECKED or excluded and do not write it. A path must already be in the frozen selector inventory
before explicit selection can make its eligible class writable. Classify a named file by its content
and role, not its directory; a named ignored file stays in inventory with baseline attribution
