Scoped Implementation
Implement the concrete behavior already authorized by the user and preserve
existing project conventions. An accepted plan is needed when the project's
selected workflow requires one, not for every small edit. Complete focused
verification and review within the same task; a handoff to review does not
require another approval when that work is already authorized. Report the
outcome and remaining uncertainty. Skill selection itself grants no workflow
authority and does not authorize additional agents or external actions.
