判断预期回报：目标读者、页面质量、编辑可信度、链接政策信号和品牌曝光价值。第三方权重只作参考。
按免费、明确付费、费用待确认分类；保留证据页面和检查日期。
输出可执行池、备用池和排除表，再交给 backlink-workbook-delivery 统一去重和制表。

# 质量外链扩量

## 输入

# 质量外链扩量

筛选值得投入内容或沟通成本的文章投稿、行业媒体、专家贡献和编辑型资源机会。目标不是只追求高权重，也不是只追求数量，而是在主题适配、准入难度和预期回报之间取得平衡。

## 输入
