- The fallback to pytz for Python <3.9 is not fully equivalent to zoneinfo; pytz timezone objects require localize() for correct DST handling, which may lead to incorrect conversions in edge cases.
- The is_dst detection uses bool(now.dst()) which may be inaccurate for zones with historical DST changes or where DST offset is zero but DST is in effect (rare).
- The convert_time function uses today's date in the source timezone, which may produce incorrect results if the conversion crosses a DST transition at midnight.
