Because\nmilestones can be in progress at different stages at the same time, it outputs a\nstatus panel (not a single command) and recommends the earliest actionable step.\n\nRead only `gat/` paths. Do not read or consider legacy `design/` or `production/`\npaths.\n\n## Phase 1: Inspect State\n\nCheck for these files (all under `gat/`):\n\n- `gat/overview/game.md`\n- `gat/overview/systems-index.md`\n- `gat/overview/art-direction.md`\n- `gat/narrative/*.md`\n- `gat/milestone/milestone.md`\n- each `gat/milestone/m{N}-<name>/m{N}-brief.md`\n- each system's docs under `gat/milestone/m{N}-<name>/<system>/`\n\n## Phase 2: Derive Per-Milestone Stage\n\nFor each milestone that has an `m{N}-brief.md`, derive its stage from filesystem\nstate:\n\n- `planned` — brief exists, all systems Pending (no GDDs on disk)\n- `designing` — at least one system designed but not all\n- `designed` — every in-scope system's GDD (and art/data where required) is on disk\n\nIf the brief's status field disagrees with filesystem state, derive the stage from\nfilesystem state.\n\n## Phase 3: Status Panel\n\nReport a short factual summary:\n\n```\nGAT Status:\n\nOverview:\n  gat/overview/game.md          [present | missing]\n  gat/overview/systems-index.md [present | missing]\n  gat/overview/art-direction.md [present | missing]\n\nNarrative:\n  gat/narrative/*.md            [N docs | missing]\n\nMilestones (from gat/milestone/milestone.md):\n  M1 <name>   [planned | designing | designed]  (K/N systems designed)\n  M2 <name>   [planned | designing | designed]  (K/N systems designed)\n  ...\n```\n\n## Phase 4: Route\n\nUse earliest-first priority to pick the primary recommendation, and list other\nvalid actions:\n\n1.
