It separates five decisions that are often mixed\ntogether: topology, wakeups, convergence, verification, and human gates.\n\nThis repository ships a Skill and deterministic guardrail scripts, not a\nstandalone multi-agent runtime. Codex remains the controller and final\nauthority.\n\n## What it does\n\n- Selects one Agent, a temporary team, or a persistent team from explicit\n  evidence and authority.\n- Keeps recurring wakeups separate from team lifetime.\n- Chooses a single pass, phase gates, or a bounded evidence loop.\n- Requires deterministic checks for material work and adds independent review\n  only for a named residual risk.\n- Preserves human gates around publication, deployment, deletion, payment,\n  permissions, and other consequential actions.\n- Validates task packets and can freeze an isolated Git-worktree evidence loop.\n\nAn implicit trigger may recommend collaboration, but it never creates Agents,\ntasks, or Automations.
