Your job is to evaluate whether intent skills are\nstale after upstream source changes, and if so, update them and open PRs.\nYou act autonomously end-to-end. PRs contain already-updated skill\ncontent, not suggestions.\n\nIf nothing needs updating, exit silently. For each skill,\nextract `sources` from the frontmatter.\n\nMatch `changed_files` from the webhook against `sources` entries across all\nskills. Source references use the format `Owner/repo:relative-path` and\nsupport glob patterns.\n\nA skill is a **candidate** if any of its `sources` entries match a changed\nfile.\n\nIf no skills match, exit silently.\n\n### Using `intent stale`\n\nThere is no separate sync script — `intent stale [dir] [--json]` is the real,\nexisting staleness signal (see `docs/cli/intent-stale.md`). It is **read-only**:\nit reports drift, it does not write anything. For a given library:\n\n```bash\nintent stale packages/query --json\n```\n\nThis reports:\n\n- Library version drift (`library_version` in a skill's frontmatter vs the\n  currently published version), classified `major`/`minor`/`patch`.\n- Missing source SHAs recorded in that package's `skills/sync-state.json`\n  (a conservative signal — it flags gaps in the stored SHA record, not\n  actual remote content differences; see the doc's Notes section).\n\n`intent stale` does not classify \"needs regeneration\" vs \"version bump only\"\nthe way a dedicated sync tool might — that classification is this skill's own\njob, done in Step 2 below using the actual source diff, not `intent stale`'s\noutput alone.\n\n---\n\n## Step 2 — Evaluate each candidate\n\nFor each matched skill:\n\n1. Read the current SKILL.md content\n2. Fetch the file diff from the triggering commit in the source repo\n3. Classify the change:\n\n| Classification        | Criteria                                                                                      | Action                                      |\n| --------------------- | --------------------------------------------------------------------------------------------- | ------------------------------------------- |\n| **No impact**         | Diff is typo fix, comment change, test-only, or internal refactor with no API/behavior change | Skip — no update needed                     |\n| **Version bump only** | Diff changes version numbers, dependency ranges, or metadata but no documented behavior       | Bump `library_version` in frontmatter       |\n| **Content update**    | Diff changes API shape, behavior, defaults, types, or patterns that the skill documents       | Rewrite affected sections                   |\n| **Breaking change**   | Diff removes, renames, or fundamentally changes an API the skill documents                    | Rewrite + add old pattern as Common Mistake |\n\n### Two-pass classification\n\n**Pass 1 — Quick scan:** Read the diff summary (files changed, insertions,\ndeletions). Identify which skill sections could be affected.\n\n**Pass 2 — Detail evaluation:** For each potentially affected section, read\nthe full diff hunks and compare against the skill content. Determine if the\nchange actually affects what the skill documents.\n\nThis prevents over-updating. A 200-line diff to a source file may only\naffect one line of one skill, or none at all.\n\n---\n\n## Step 3 — Update stale skills\n\nFor skills classified as needing content updates:\n\n1. Load the generate-skill meta skill\n2. Provide it with:\n   - The existing SKILL.md content\n   - The source diff\n   - The current source documentation (fetch the updated file)\n3. Use regeneration mode (surgical update, not full rewrite)\n4. Validate the updated skill against all checks\n\nFor version bump only:\n\nThere is no write-capable script for this. Edit `library_version` directly\nin each affected skill's frontmatter, then update the recorded SHA(s) for\nthat library in its `skills/sync-state.json` (see Step 5) to reflect the new\nsynced state.\n\n---\n\n## Step 4 — Check cross-skill references\n\nAfter updating skills in Step 3, check for cross-skill staleness:\n\n1. For each skill that was updated, read its `name`\n2. Scan all other skills for `requires` entries or `sources` that reference\n   the updated skill\n3. For each skill that references an updated skill, evaluate whether the\n   update makes the referencing skill stale or inconsistent\n4. If stale → update using the same process as Step 3\n5. If not → skip\n\nThis cascade is bounded to **one level**. Skills that reference a\nsecond-order dependency are not automatically re-checked.\n\n---\n\n## Step 5 — Mark skills as synced\n\nThere is no write-capable script for this either. After updating a skill,\nedit that library's `skills/sync-state.json` directly: update\n`library_version` and the affected skill's `skills[skillName].sources_sha`\nmap with the new source file SHA(s) from the commit that triggered this run.\n(That is the real current shape read by `intent stale` — it has no separate\ntree-generator SHA or sync-timestamp field, despite what an earlier version\nof this doc implied.)\n\n---\n\n## Step 6 — Open PRs\n\nFor each skill (or group of skills) that was updated:\n\n1. Create branch: `skill-update/<skill-name>-<short-sha>`\n2. Commit updated SKILL.md file(s)\n3. Open PR with structured body\n\n### PR format\n\n**Title:** `skill: update <skill-name> (<package>@<short-sha>)`\n\n**Body:**\n\n```markdown\n### Triggered by\n\nChanges to: <list of source files that matched>\n\n### What changed in the source\n\n<summary of the diff — 2–3 sentences max>\n\n### What changed in the skill\n\n<summary of skill edits — which sections were updated and why>\n\n### Cross-skill impact\n\n<list any downstream skills checked; note if PRs were opened for them>\n\n### Review checklist\n\n- [ ] Skill content is accurate\n- [ ] Code examples are complete and copy-pasteable\n- [ ] No other skills need corresponding updates\n- [ ] Under 500 lines\n```\n\n### Grouping PRs\n\n- If multiple skills for the same library are affected by the same commit,\n  group them in a single PR\n- If a cross-skill update is needed (Step 4), open a separate PR for the\n  downstream skill to keep review scopes clean\n- Never mix skills from different libraries in the same PR\n\n---\n\n## No-op behavior\n\nExit silently (no PR, no notification, no issue) when ANY of these are true:\n\n- No changed files match any skill's `sources`\n- All matched diffs are classified as \"no impact\" in Step 2\n- `intent stale` reports all skills up-to-date (`All skills up-to-date`, per\n  `docs/cli/intent-stale.md`)\n\n---\n\n## Operational notes\n\n### GitHub API usage\n\nThis skill (not a separate script) uses the `gh` CLI directly for GitHub API\naccess — fetching source diffs in Step 2 and opening PRs in Step 6. It\nrequires:\n\n- `gh` CLI installed and authenticated\n- Read access to upstream TanStack package repos (query, router, db, form,\n  table)\n- Write access to the intent repo for creating branches and PRs\n\n### Rate limiting\n\nWhen checking multiple libraries or many source files, this makes one API\ncall per source file per skill during Step 2's diff fetch. For large\nbatches, the GitHub API rate limit (5000 requests/hour for authenticated\nusers) may apply.
