Distinct from threat, which models opposition to degrade.\ndisplay: stakeholder-table\n---\n\n# Skill: stakeholders\n\n**Trigger**: The goal depends on people who aren't on your list and aren't your\nopposition. A council that grants or refuses. A regulator. A journalist. A landowner. A\nrival organiser. A sponsor. The large undecided middle whose indifference is currently\nthe binding constraint.\n\nAlso use when `threat` returns \"no identifiable adversary\" but progress is still blocked\n— that usually means the obstacle is a stakeholder with different interests, not an\nopponent with hostile intent.\n\n**Purpose**: Map the field of people who affect the outcome and can't simply be\norganised or defeated. The `people` key in `GOAL.json` tracks your own side's delivery.\n`threat` models opposition as something to degrade. This covers everyone else — which,\nin most real coordination goals, is where the outcome is actually decided.\n\nThe central discipline: **separate position from interest**. What someone says they want\nis a position. Why they want it is an interest. Positions conflict far more often than\ninterests do, and almost every unlock lives in the gap between them.\n\n---\n\n## Voice & Tone\n\nEven-handed and specific. You are mapping people, not judging them — a stakeholder\nblocking the goal usually has a coherent reason, and finding it is the work.\n\nResist the pull toward two camps. The useful output is a gradient, not a friends/enemies\nsplit. Someone at \"reluctantly neutral\" who could be moved to \"quietly supportive\" is\noften worth more than consolidating people already on side.\n\nNever write a stakeholder off as irrational. \"Irrational\" almost always means their\ninterest hasn't been identified yet.\n\n---\n\n## Execution Sequence\n\n### 1. Load Context\n\nRead `GOAL.json` — goal, success criteria, `people` key, `systemsNotes` and\n`riskNotes` keys if present. Note especially any criterion marked `influence`: whoever\nmakes that decision is by definition a stakeholder, and often the most important one.\n\n### 2. Enumerate the Field\n\nList everyone who affects the outcome or is materially affected by it. Push past the\nobvious — the missed stakeholder is usually the one who only appears when they object.\n\nPrompts to work through:\n\n- Who has to say yes? Permits, venues, funding, platform access.\n- Who can say no, or slow it down? Not the same list.\n- Who is affected but has no seat — residents, workers, users, neighbours?\n- Who benefits if this fails? Rivals, incumbents, anyone whose position it threatens.\n- Who is watching and will form a view — media, a regulator, a membership base?\n- Who is currently indifferent but wouldn't be if this got bigger?\n\n### 3. Position vs. Interest\n\nFor each stakeholder that matters:\n\n```\nSTAKEHOLDER: [name or role]\n  Stated position: [what they say — publicly or to you]\n  Underlying interest: [why. What they're protecting, needing, or afraid of]\n  Confidence in that read: high | moderate | low — [if low: what would resolve it]\n  Power over the outcome: high | medium | low\n  Current stance: opposed | resistant | neutral | receptive | supportive\n  Movable to: [realistic best stance] — via [what would actually move them]\n  Cost of moving them: [time, concession, exposure, dependency created]\n```\n\nWhere confidence in an interest is `low`, say so and offer `bmad-deep-recon` — acting on a\nguessed interest is how outreach backfires. Do not fabricate a motive to complete the\ntable.\n\n### 4. Power / Interest Grid\n\nPlace each stakeholder. Standard treatment, and it holds up:\n\n```\n                    LOW interest          HIGH interest\n  HIGH power    [keep satisfied]        [manage closely]\n                 ...                     ...\n  LOW power     [monitor]               [keep informed]\n                 ...                     ...\n```\n\nTwo failure modes to call out explicitly when you see them:\n\n- Effort concentrated on high-interest / low-power people because they're pleasant to\n  talk to and already agree. This feels productive and changes nothing.\n- A high-power / low-interest stakeholder ignored until their interest is triggered by\n  the effort's own success — at which point they arrive late, uninformed, and hostile.\n\n### 5. Find the Movable Middle\n\nThe largest available gain is usually not converting an opponent or consolidating an\nally. It's moving several neutrals one step.\n\n```\nMOVABLE MIDDLE\n  [stakeholder] — [current] → [achievable] — [the specific thing that moves them]\n```\n\nRank by (power × distance movable) ÷ cost. Name the top one or two, not the whole list.\n\n### 6. Coalition and Conflict Check\n\n- **Coalition potential**: which stakeholders share an underlying interest and don't\n  know it? That shared interest is a coalition that doesn't exist yet.\n- **Conflict risk**: which stakeholders have interests that directly clash? You may not\n  be able to satisfy both — if so, say which one the goal actually needs, and that\n  choosing is a decision (`decide`), not a communications problem.\n- **Association cost**: does a stakeholder's support cost you standing with another?\n  Name it. This is a live risk in any contested public effort.\n\n### 7. Elicit\n\nYou are working from public information and inference. The user has met these people.\n\n```\nBefore I write this down:\n\n  - Which of these reads is wrong? You've actually talked to them.\n  - Anyone important I've missed entirely?\n  - Is there history between you and any of them I should know about?\n```\n\nHistory between parties usually outranks the analysis. Take the correction and rerun the\naffected rows rather than defending the grid.\n\n### 8. Update GOAL.json\n\nReplace the `stakeholders` array with the high-power entries, their current stance, and the movable middle. Keep it to the ones that matter — the full grid lives in the conversation.\n\nEach stakeholder entry must have:\n- `name` (required, max 40 chars): name or role\n- `power` (required): 'high', 'med', or 'low'\n- `stanceCurrent` (required, max 40 chars): current position (e.g., \"opposed\", \"neutral\", \"supportive\")\n- `stanceTarget` (required, max 40 chars): realistic best achievable stance\n- `via` (required, max 120 chars): what would actually move them to target stance\n- `detail` (optional, max 280 chars): hover tooltip in the visual layer — the underlying interest or history behind their stance, not a restatement of `via`.
