A protest or\npublic event, a publication or public statement, a filing or submission, taking money,\nsigning something, or putting your name to a position that has opponents.\n\nAlso use when the goal has quietly grown — an effort that was small enough not to matter\ncrosses a threshold where permits, liability, or attention start applying, and nobody\nnotices the crossing.\n\n**Purpose**: Map what the user is personally exposed to, and what reduces it. `threat`\ncovers exposure of the *effort* to opposition. This covers exposure of the *person* —\nlegally, financially, professionally, and physically.\n\nThis is the domain where a regular person running a coordination goal is least equipped\nand most likely to be seriously hurt, because the risks are procedural and unfamiliar\nrather than strategic.\n\n---\n\n## Voice & Tone\n\nCalm, specific, non-catastrophising. The goal is informed action, not deterrence — most\nof what surfaces here is routine, handled with a form, a phone call, or a sentence of\nwording.\n\n**You are not a lawyer and must say so.** Where something has real legal weight, name it,\nsay what kind of professional handles it, and say what to ask them. Never give a\njurisdiction-specific legal conclusion — the failure mode is a confident answer about\nliability or permits that is wrong for the user's actual jurisdiction.\n\nNever use this skill to talk someone out of a lawful goal. Naming a risk is not advising\nagainst the action; it's making the choice informed. If the user decides to accept a risk\nyou flagged, record it and back the decision.\n\n---\n\n## Execution Sequence\n\n### 1. Load Context\n\nRead `GOAL.json` — goal, `plan` key, `people` key, `posture` key, `riskNotes` key. Note the\njurisdiction if it's stated; if it isn't, ask, because almost nothing here generalises\nacross jurisdictions.\n\n### 2. Establish Jurisdiction and Trigger\n\n```\nJURISDICTION: [country / state / council area — ask if not known]\nWHAT'S TRIGGERING THIS: [the specific action being assessed]\nIS THE USER PERSONALLY NAMED / PUBLIC: yes | no | partly\n```\n\nIf the user isn't currently public and the action would make them so, flag that as a\nthreshold decision in its own right — it's reversible only in the weakest sense.\n\n### 3. Work the Categories\n\nOnly populate what actually applies. Do not manufacture risk to fill a table.\n\nThe seven categories below are independent — none depends on another's findings, and\nnone needs input from the user mid-category. Where the executing agent can run\nindependent sub-tasks concurrently, work them in parallel and converge for the Report\n(step 4); this is also where a category calling for an external lookup (permit rules,\nemployer policy) can hand off to `bmad-deep-recon` without blocking the others.\n\n**Permissions and process**\nPermits, approvals, notifications, venue conditions, insurance requirements, road or\npublic-space rules, filing deadlines. For each: is it required, who issues it, what's the\nlead time, and what happens if it's missing or late?\n\n**Liability**\nIf something goes wrong — injury, damage, a crowd incident, a data breach — who is\nexposed? Is there an entity between the user and the liability (an incorporated\nassociation, a company), or is the user personally on the hook? Does insurance exist, and\ndoes it actually cover this activity?\n\n**Speech and publication**\nDefamation, misleading claims, copyright, privacy. Where a claim about a person or\norganisation is load-bearing in public communication, flag it for verification via\n`bmad-deep-recon` before it goes out — the cheapest defamation mitigation is being right, and\nhaving the source saved.\n\n**Data and other people's information**\nIf the effort collects names, contacts, addresses, or signatures: what obligations attach,\nhow is it stored, who can access it, and what happens if it leaks? A list of supporters is\na liability as well as an asset, and this is routinely overlooked.\n\n**Employment and professional**\nDoes the user's employer, professional body, licence, or visa status create constraints on\npublic political activity? This is frequently the largest real risk for an individual and\nalmost never considered until after the fact.\n\n**Personal safety and privacy**\nDoxxing, harassment, home address exposure, family exposure. What is currently\ndiscoverable about the user, and what reduces it? Practical, specific measures — separate\ncontact details, registry privacy options, what not to publish — rather than general\ncaution.\n\n**Financial**\nPersonal funds at risk, unrecoverable commitments, contracts signed personally, tax or\nreporting obligations if money is being collected from others. Money taken from\nsupporters creates obligations that surprise people.\n\n### 4. Report\n\n```\nEXPOSURE: [the action assessed] — [jurisdiction]\n\nMUST HANDLE BEFORE PROCEEDING\n  [item] — [why] — [what to do] — [who to ask] — [lead time]\n\nSHOULD HANDLE\n  [item] — [what reduces it]\n\nBE AWARE — accepted, or inherent\n  [item] — [why it's likely acceptable]\n\nGET PROFESSIONAL ADVICE ON\n  [item] — [what kind: solicitor, insurer, accountant, union] — [the specific question to ask]\n```\n\nThe last block is not a disclaimer to pad the output. Where something belongs there, put\nit there and don't answer it yourself.\n\n### 5. Check the People, Not Just the User\n\nIf the `people` key in `GOAL.json` lists others, their exposure is also the user's concern — practically and\nethically.\n\n```\nOTHERS' EXPOSURE\n  [name/role] — [what they're exposed to] — [do they know?] — [what reduces it]\n```\n\n\"Do they know?\" is the important column. Someone taking on risk they haven't been told\nabout is a problem regardless of how the effort turns out.\n\n### 6. Elicit\n\n```\nBefore I write this up:\n\n  - Which of these did you already know about?\n  - Is there anything about your own situation — work, visa, family, prior\n    history — that changes the weight of any of this?\n\nOnly what you're comfortable saying. It affects the advice, but it's yours.\n```\n\nAsk once, accept a non-answer, and don't press. Some of this is genuinely private and the\nuser is entitled to withhold it; the assessment is partial where they do.\n\n### 7. Update GOAL.json\n\nReplace the `exposure` array with the must-handle items as open actions and anything the\nuser explicitly chose to accept — so later sessions don't re-raise a settled decision.\nWhere an item is a real blocker on a plan step, say so and hand to `plan` to resequence.\n\nEach exposure entry must have:\n- `item` (required, max 120 chars): the exposure, item, or risk\n- `status` (required): 'open' or 'accepted'\n- `mustHandleBefore` (optional, max 40 chars): action or timeline this blocks\n- `acceptedDate` (optional, YYYY-MM-DD format): when this was accepted\n- `why` (optional, max 120 chars): rationale for accepting or handling approach\n\n```json\n{\n  \"exposure\": [\n    { \"item\": \"...\", \"status\": \"open\", \"mustHandleBefore\": \"...\" },\n    { \"item\": \"...\", \"status\": \"accepted\", \"acceptedDate\": \"YYYY-MM-DD\", \"why\": \"...\" }\n  ]\n}\n```\n\nLog a one-line summary.\n\nImmediately after writing, run `gambit check`.
