Load Context\n\n1. Load the Acceptance Scope Report.\n2. Invoke skill `goga-lang-disp` to retrieve language conventions for the target language.\n3. Load the DSL specification:\n   - Invoke skill `goga-cell` to understand CODEMANIFEST DSL syntax, structural rules, and semantics.\n   - Invoke skill `goga-cookbook` to understand principles for working with Cell and CODEMANIFEST files.\n4. Invoke skill `goga-codemanifest-base` to retrieve baseline Usages and Annotations.\n\n### Step 2. Pre-flight Check\n\n1. Run the linter: `goga lint`.\n2. Record all errors as CRITICAL. Resolve them before proceeding.\n\n### Step 3. Per-Cell Review\n\nProcess each Cell listed in the Acceptance Scope Report:\n\n#### Sub-step 1. Load Data\n\n1. Read the Cell's CODEMANIFEST.\n2. Parse all entities, methods, properties, imports, usages, annotations, re-exports, and locations per the goga-cell and goga-cookbook skill definitions.\n3. Enumerate all source files (exclude `.usages/`, build artifacts, and test files).\n4. Read every source file at its declared `location`.\n5. Verify the Facade file exists.\n\n#### Sub-step 2. Code Analysis\n\n**Question: Does the code satisfy the CODEMANIFEST requirements, baseline practices, and language conventions?**\n\n1. Run the contract comparison: `goga contract <cell-path>`.\n\n2. For each Entity, compare:\n   - **Constructor Signature**: CODEMANIFEST vs implementation.\n   - **Methods**: CODEMANIFEST vs implementation — per method.\n   - **Properties**: CODEMANIFEST vs implementation — per property.\n3. For each Routine:\n   - **Signature match**: contract result — CODEMANIFEST vs implementation.\n   - **Facade export**: is the Routine exported through the Facade.\n4. Check Facade exposure — every Entity must be present in the Facade.\n5. Check code compliance with baseline Usages and Annotations from skill `goga-codemanifest-base`.\n6. Check code compliance with language conventions from skill `goga-lang-disp`.\n\nAdditional checks:\n- **Location**: the file at `<cell-path>/<location>` must exist.\n\n#### Sub-step 3. CODEMANIFEST Completeness Analysis\n\n**Question: Is all meaningful code reflected in the CODEMANIFEST?**\n\nFor every code element absent from CODEMANIFEST, classify criticality:\n\n**HIGH** — must be added:\n- Undeclared public Entity (class with state or behavior).\n- Undeclared public Routine (transformer function, factory, validator).\n- Re-exported types not declared via Embedding.\n- Unreported Mutations (`Object::Target`).\n\n**MEDIUM** — must be added:\n- Missing methods or properties on a declared Entity.\n- Signature inaccuracies (parameters, return values, semantic labels).\n- Used Imports not declared.\n\n**LOW** — no action required:\n- Private members, internal implementation details.\n- Helper functions not included in the Facade.\n- Stylistic annotation improvements.\n\nAnnotation quality checks:\n- Each Annotation starts with a clear purpose statement.\n- Every parameter is documented as `parameter_name`: description.\n- Non-trivial logic includes an `Algorithm:` section.\n- Constraints are described under `Requirements:`.\n- No TBD, TODO, or vague wording.\n\n#### Sub-step 4. Algorithm Comparison\n\nFor each Entity and Routine, compare Annotations against the implementation along these axes:\n- **Behavior**: does the code perform what the Annotation describes.\n- **Algorithm**: steps, order, conditions, branching.\n- **Operational Flow**: inputs, outputs, side effects.\n- **Guarantees**: post-conditions, invariants, constraints.\n- **Engineering Practices**: error handling, logging, validation.\n\nFor each discrepancy:\n- **CODEMANIFEST inaccurate, code correct** → update CODEMANIFEST.\n- **Code incorrect, CODEMANIFEST accurate** → create a Task.\n- **Both partially inaccurate** → propose edits for both sides, request User confirmation.\n\n### Step 4. Baseline Usages and Annotations Audit\n\nFor each Cell, verify against `goga-codemanifest-base`:\n1. Retrieve baseline Usages from `goga-codemanifest-base`.\n2. Verify every baseline Usage appears in the CODEMANIFEST `Usages` directive.\n3. Retrieve baseline Annotations from `goga-codemanifest-base`.\n4. Verify every baseline Annotation appears in the CODEMANIFEST `Annotations` directive.\n5. **Auto-add** any missing baseline Usages or Annotations.\n\n### Step 5. Classify Findings\n\nFor each finding:\n\n1. Assign a severity:\n   - **CRITICAL**: Facade violation, missing implementation, CODEMANIFEST syntax error, implementation contradicts a correct manifest.\n   - **WARNING**: inaccurate description, missing parameter in Annotation, stale manifest algorithm.\n   - **INFO**: writing-quality improvement recommendation.\n\n2. Propose a concrete action:\n   - Analysis 1 (code fails requirements) → create a Task describing the discrepancy.\n   - Analysis 2 (requirements diverge from code) → edit CODEMANIFEST.\n   - Algorithm mismatch → update manifest if implementation is correct, or create a Task.\n\n3. Request User confirmation for all CRITICAL and WARNING findings.\n\n### Step 6. Execute Approved Actions\n\nFor each approved action:\n\n1. **Code fails requirements** → create a Task with discrepancy details.\n2. **Requirements diverge from code** → apply CODEMANIFEST edits.\n3. **Manifest is stale** → update CODEMANIFEST and record the reason.\n4. **Implementation is incorrect** → record CRITICAL, create a Task.\n\n### Step 7. Validate Updates\n\n1. Run: `goga lint`.\n2. Fix any syntax errors.\n3.
