This skill enforces the nine phases of\n`docs/graph/protocols/from-scratch.md` so the first day produces a project an\nagent can pick up cold on day two.\n\n## When to apply this skill\n\n- Repo is empty or only contains LICENSE / placeholder README.\n- No `docs/graph/plans/grill.md` exists yet.\n- The user just said \"let's start a new project to do X\".\n- A `mkdir` for a new project is about to happen.\n\n## The phases live in the protocol; the honesty lives here\n\nThe nine-phase sequence and each phase's orchestration — what it produces, which\nsub-protocol drives it, its exit conditions — are owned by\n`docs/graph/protocols/from-scratch.md` (`from-scratch.phases`). This skill does\n**not** restate them; it is the discipline that keeps the first day from cutting\nthe corners the sequence alone cannot prevent:\n\n- **Bootstrapping is inherently T3** (kernel §0). The full funnel is the\n  proportional response, not ceremony — never discount it because the goal\n  \"sounds clear\"; the brainstorm exists to surface the constraints the user did\n  not state.\n- **The skeleton phase is done only when the host tool actually loads the\n  machinery** (agents, protocols, skills) from its own directory — not when the\n  files merely exist.
