Record publisher, version, access date, license, redistribution\n   rule, grain, exclusions, file paths, and SHA-256 hashes.\n3. **Gate the data.** Preserve every supplied source unchanged. Profile grain,\n   keys, schema, completeness, type and domain validity, time reliability,\n   privacy signals, and target leakage before calculating a result.\n4. **Build the baseline.** Define denominators, coverage, missingness, trends,\n   segments, and comparability before diagnosis, prediction, or action.\n5. **Add only justified modules.** Select methods from the question, estimand,\n   data-generating structure, and decision; never from column availability\n   alone.\n6. **Validate and challenge.** Use a defensible holdout or identification\n   strategy, baseline comparisons, calibration or uncertainty, subgroup or\n   distribution checks, dependence-aware stress, sensitivity, and reversal\n   conditions as applicable.\n7. **Communicate the strongest supported claim—no stronger.** The Evidence\n   Intelligence Report is primary. Add a Decision Intelligence Brief only when\n   a real decision, feasible alternatives, and sufficient evidence exist.\n\nRead `references/real-evidence-workflow.md`,\n`references/data-quality-gate.md`, and `references/methodology.md` for the full\ncontract.\n\n## Start from a real dataset\n\nCreate a reviewable workspace in one command:\n\n```bash\npython3 scripts/hsadl.py start /absolute/path/to/input.csv \\\n  --question \"Which groups are likely to need support next month?\" \\\n  --output-dir /absolute/path/to/workspace\n```\n\nThe initializer copies and hash-checks the source, drafts or accepts a data\ncontract, profiles readiness, routes the question, and records unresolved\ndecisions. It must not clean data, fit a model, or generate a recommendation.\n\nThe gate returns exactly one of:\n\n- `ready`;\n- `ready_with_documented_limitations`;\n- `needs_user_confirmation`;\n- `blocked`.\n\nContinue only when the gate permits the intended route. Run only `safe_auto`\nnormalization without approval. Deletion, column removal, imputation, outlier\ntreatment, category merging, unit or timezone conversion, target correction,\nand grain changes require approval by the exact action ID. Keep the status quo. Classify each input as\nobserved evidence, causal estimate, predictive output, expert elicitation,\npolicy target, analyst assumption, or value judgment.\n\nUse fixed external scales, nonnegative weights, explicit marginal uncertainty,\nshared shock factors or resampling units, tail metrics, plausible scenarios,\ntwo-sided sensitivity, source coverage, decision-use approval, group impacts,\nand reversal conditions. The highest expected score alone is not a\nrecommendation.\n\nIf zero breaches are observed, report the event count and one-sided 95% upper\nbound. Never write “zero risk.” Numerical stability cannot upgrade evidence or\npermission.\n\nRead `references/case-schema.md`, `references/provenance-contract.md`, and\n`references/reproducibility-contract.md` before running a decision case.\n\n## Output contract\n\nFor question routing, produce `analysis-blueprint.md`,\n`analysis-blueprint.json`, and `figures/analytics-lifecycle.svg`.\n\nFor row-level data, produce the readiness report and SVG, machine-readable\nquality result, data contract, and cleaning plan before analytical results.\nPreserve the source unchanged.\n\nFor every complete empirical project, produce:\n\n```text\nreport.md                    # primary Evidence Intelligence Report\nresults.json                 # machine-readable result\nchart-map.json               # figure-to-question and source contract\nfigures/*.svg                # all material, accessible analytical figures\n```\n\nA justified decision layer additionally produces `decision-report.md`,\n`decision-results.json`, and a separate decision figure contract. State “no\ndecision-ready recommendation” when constraints or evidence invalidate the\nranking. Read `references/reporting-standard.md` and\n`references/visual-report-system.md` before finalizing a report.\n\n## Worked precedents\n\nRead `references/case-precedents.md` to choose among fifteen school-neutral,\nreal-data precedents. Reuse the method contract, never a saved empirical\nresult, threshold, weight, subgroup definition, causal claim, or\nrecommendation.
