Desktop 打包必须重建当前 `apps/web`，并通过包校验器确认 App 内 Web 资源与本次构建一致。不得手工替换 App 内资源或复用来源不明的 `dist`。\n4. 任何 GitHub 构建前，确认精确提交已有成功的 `master` push CI；确认 workflow 的 `publish` 仍只允许 tag ref。\n5.
