The orchestration skills author a rich in-repo backlog —\n`docs/roadmap/roadmap.md` (phases → target versions → task lists), `docs/sprints/*.md`\n(plans/retrospectives), a Nygard ADR sequence, and a Keep-a-Changelog `CHANGELOG.md`. Once more\nthan one person needs to see and claim that work, they need a tracker — but that transform is\nmanual and uncodified.\n\nThis skill performs it **conservatively**. The default is **thin-hybrid**: planning stays in-repo,\nand the tracker holds only incoming/reactive work plus — at most — the current milestone's tactical\nitems. That is *light externalization*, not a board build-out. A richer board is opt-in (the\n`roadmap-visible` level), justified by a real need for roadmap visibility.\n\n> **The trigger is team scale, not exposure.** Graduation is driven by *who needs to see the work*\n> — the same signal as the t0→t1 tier bump (\"more than one contributor\"). It is **not** gated on\n> the **Public** distribution profile: a corporate team on an internal GitLab needs a board without\n> ever open-sourcing, and a solo public repo may never need one. This skill creates only the minimal labels it needs, so it works standalone\n> in contexts where the maintenance plugin is absent.\n\n## When to Use\n\n- When a project's backlog outgrows one contributor and the team needs claimable work items\n- When a repo has a mature in-repo roadmap but an empty or default-only tracker\n- When deciding the **hybrid boundary** — what stays canonical in-repo vs what the tracker owns\n- At the `public-release` go/no-go gate (project-maintenance-skills), deciding how work is organized publicly\n- Re-running incrementally after new phases or sprints land (the skill is idempotent)\n\n**Not for:** Solo projects with no collaborators — the backlog stays in-repo; say so and stop.\nBuilding a heavy Projects-v2 board unless roadmap visibility is an explicit goal. Re-cutting\nalready-shipped work as issues.\n\n## Required Inputs\n\n1. **Repository** — the forge and `owner/repo`, auto-detected from git remotes.\n2. **Scope** — what to run:\n   - `plan` — Phases 1–2: analyze the in-repo backlog and emit the hybrid-boundary decision; **no writes** (dry run)\n   - `milestones` — Phase 4: seed milestones from **open** roadmap phases\n   - `issues` — Phase 5: create labels, then issues from **current-sprint open deliverables**\n   - `full` — Phases 1–6 in sequence: plan → confirm → record the boundary ADR (Phase 3) → milestones → issues → reconcile (Phase 6). Phases 3 and 6 are what produce the skill's headline output and anti-drift rule, so `full` is the only scope that satisfies this skill's own Validation.\n3. **Externalization level** (default `thin`):\n   - `thin` — milestones for open phases + issues for current-sprint deliverables only (default)\n   - `roadmap-visible` — Phase 5b: additionally mirror open roadmap phases as tracked issues, for team and stakeholder visibility of the longer arc\n\n## Workflow\n\n### Phase 1: Detect Context & Confirm Eligibility\n\n1. **Detect the forge** from remotes:\n   ```bash\n   git remote -v\n   ```\n   - `github.com` → `gh`\n   - `gitlab.com` / self-hosted GitLab → `glab`\n   - `codeberg.org` / self-hosted Forgejo/Gitea → `tea` (the Gitea/Forgejo CLI), or the Gitea REST API\n\n   The hybrid-boundary decision (Phases 2–3, 6) is **forge-independent** — only the seeding commands in\n   Phases 4–5 branch by forge. See the [Forge Command Reference](#forge-command-reference) for the\n   per-forge equivalents.\n   A **self-hosted** GitLab or Forgejo/Gitea instance is a first-class target: point the CLI at it\n   (`glab auth login --hostname gitlab.internal.example`, `tea login add --url …`) — the workflow is\n   identical. An internal corporate forge is a normal case, not an exception.\n\n2. **Confirm the backlog has outgrown one contributor.** Graduation is triggered by **team scale**,\n   not exposure — do *not* check the distribution profile:\n   ```bash\n   git shortlog -sn --since=\"6 months ago\" HEAD | head\n   ```\n   Proceed if any of these hold: more than one recent committer; the project accepts contributions\n   from beyond the maintainer (an open contributor base is a team, whatever the exposure); or the\n   maintainer states that collaborators need claimable work.\n   **If it is a genuinely solo project with no collaborators, stop** — a tracker adds ceremony\n   without a reader. Say so plainly rather than seeding an audience-free board.\n\n3. **Locate source artifacts** (skip gracefully if absent):\n   - `docs/roadmap/roadmap.md` — phases, target versions, task lists, Sprint History\n   - `docs/sprints/` — current sprint plan (open deliverables) + `README.md` index\n   - `docs/adr/` (+ `index.yml` if present) — decision log (back-link targets)\n   - `CHANGELOG.md` — the `[Unreleased]` section (authoritative shipped-work record)\n\n4. **Check tracker preconditions:** do the labels this skill maps onto exist?\n   ```bash\n   gh label list   # glab label list | tea labels ls\n   ```\n   Type labels (`enhancement` / `bug` / `documentation`) are GitHub defaults and usually exist\n   already; on GitLab/Forgejo they may not. The `priority: *` labels rarely exist anywhere.\n   **Create only what is missing** (Phase 5) — this skill is self-sufficient and must not assume\n   another plugin has run.\n\n   If `incoming-issue` (project-maintenance-skills) *is* available and the project is **Public**,\n   prefer running it (scope: `setup`) first: it establishes the full contributor-facing taxonomy and\n   issue templates, of which these labels are a subset. Treat it as an **enrichment, not a\n   prerequisite** — a corporate consumer may not have that plugin installed at all.\n\n### Phase 2: Analyze the In-Repo Backlog (scope: `plan`)\n\nParse and classify — **read-only**, no forge writes:\n\n- **Roadmap phases** → each `{title, target version, status}`. Split into **open** (candidate\n  milestones) and **completed** (never re-cut).\n- **Current sprint deliverables** → the open, discrete, titled items from the latest\n  `docs/sprints/sprint-NNNN-plan.md` (candidate issues).\n- **ADR index** → id/title/status, for back-linking.\n- **CHANGELOG `[Unreleased]`** → the trustworthy record of what actually shipped.\n\n> **Trust the changelog over checkboxes.** Roadmap `- [ ]` checkbox state is frequently stale\n> (shipped features left unticked). Corroborate any \"done\" against `CHANGELOG.md` before excluding it,\n> and derive issues from **sprint deliverables**, not from roadmap checkboxes.\n\nOutput a plan: candidate milestones, candidate issues, and the proposed hybrid boundary. In `plan`\nscope, stop here and present it for confirmation.\n\n### Phase 3: Decide & Record the Hybrid Boundary\n\nAdopt the **thin-hybrid** default and record it as a **project-local** ADR in the target project's\nown `docs/adr/` (use its `setup-adrs` adrtools numbering — title `# N.
