BA/SA file conversion may\ncontinue after its own backup and confirmation, but graph materialization not\nrepresented by the fixed gateway catalog returns\n`BLOCKED/DOMAIN_MIGRATION_RESOURCE_UNAVAILABLE`.\n\nCoordinate migration phases without parsing Markdown directly. Read\n`../nacl-core/SKILL.md`, `../references/migration-rules.md`, and\n`../references/verification-vocabulary.md` before executing.\n\n## Goal Compatibility\n\nThis skill can be a target behind `nacl-goal` only through the\n`migrate-canary` alias after that deferred 2.10.1 alias is available.
