STO has two\nplaces a user can request an exemption from, and each one allows a different set of scopes:\n\n| Where the user is in the Harness UI | Scopes they can request |\n|---|---|\n| **Vulnerabilities tab** of a specific pipeline execution | This Project, This Pipeline, This Target |\n| **All Issues** page (the project-wide baseline) | This Project only |\n\nThe reason for the difference is simple: rows on the All Issues page are aggregated across\nexecutions and don't carry an `execution_id`, so the backend has no pipeline or target context\nto attach a narrower scope to. Org- and Account-scoped exemptions are not created here at all;\nthey're produced later by approving an existing exemption at a higher scope (via\n`harness_execute resource_type=security_exemption action=approve body={scope:'ORG'|'ACCOUNT'}`),\nwhich is outside the scope of this skill.\n\n## Instructions\n\n### Step 1 — Find out where the user is starting from\n\nAsk the user, in plain language:\n\n> Which view are you in?\n> 1. The **Vulnerabilities tab** for a specific pipeline execution, or\n> 2. The **All Issues** page (the project-wide baseline view).\n>\n> If you have the URL handy, just paste it — I'll pull out the org, project, and execution from\n> it automatically.\n\nYou also need:\n\n- The **org and project**, unless they're already in session defaults or you can read them from a\n pasted URL.\n- For the Vulnerabilities tab path: the **execution ID**, or any Harness URL that contains one.\n\nA pasted Harness UI URL is always the fastest route. The MCP `url` parameter auto-extracts every\nidentifier in the path, so the user does not have to type anything else. The shapes to recognise:\n\n| URL the user pastes | What it tells you | Which path |\n|---|---|---|\n| `…/sto/executions/{executionId}/pipeline` | The Vulnerabilities tab of one execution | **Vulnerabilities path** — extracts `org_id`, `project_id`, `execution_id` |\n| `…/pipeline/orgs/{org}/projects/{project}/pipelines/{pipelineId}/executions/{executionId}/…` | A pipeline execution detail page | **Vulnerabilities path** — also extracts `pipeline_id` |\n| `…/sto/issues` or `…/sto/issues/{issueId}` | The All Issues page | **All Issues path** — extracts `org_id`, `project_id` only |\n\nIf the user pastes a Vulnerabilities-tab URL, treat the request as the Vulnerabilities path no\nmatter how they phrased it. If they paste an All Issues URL, do not ask for an execution ID —\nthat view doesn't have one.\n\n### Step 2 — List the issues so the user can pick\n\n#### Show a small preview first, not the whole list\n\nChat is a narrow surface — a 50-row table is unreadable, and the user usually only cares about a\nhandful of issues. Start with a short preview, tell them the total, and let them ask for more or\nnarrow the filter.\n\nThe default opening move:\n\n1. Ask `harness_list` for a small page (10 rows is a good default).\n2. From the response, take **`total`** — the total number of matching issues in the project /\n execution — and decide what to show:\n - If `total` ≤ 10, show every row.\n - If `total` > 10, show **the first 5 sorted by severity** (Critical → High → Medium → Low),\n then say something like:\n > Showing 5 of {total} matching issues, sorted by severity. Tell me how to narrow this — for\n > example: \"show 10 mediums\", \"only SAST\", \"search log4j\", \"show all highs\" — or pick from\n > the list below.\n3. If the user asks for more or narrows the filter, re-call `harness_list` with the new\n filters or a larger page size. Each row exposes `issue_id` and `targetVariantName` (a display string\nlike `\"nodegoat:master\"`). It does **not** expose the raw `target_id` or `pipeline_id` — Step 3\ncovers how to look those up when the user picks a narrower scope.\n\n#### All Issues page (baseline)\n\n```\nharness_list\n resource_type: \"security_issue\"\n org_id: \n project_id: \n filters:\n severity_codes: \"Critical,High\"\n issue_types: \"SCA,SAST\"\n search: \"\"\n exemption_statuses: \"None\" # hide rows that already have an exemption\n size: 10 # small preview — bump only on user request\n```\n\n#### The selection prompt\n\nWhen you ask the user which issues to exempt, always include three things in the same prompt:\n\n1. **The total** (so they know what they're picking from).\n2. **How to pick** — by row number or by pasting issue IDs.\n3. **The per-batch limit** — the bulk endpoint accepts at most 100 issues per call, so a single\n selection cannot exceed that.\n\nPhrase it conversationally, for example:\n\n> Which issues would you like to exempt? Pick by number (e.g. `3`, `4-7`, `3,5,9`) or paste issue\n> IDs. You can select up to **100 at a time** — that's the per-batch limit for bulk exemptions.\n> If you want more than 100, narrow the filter first or split into multiple batches.\n\nDo **not** offer \"exempt all\" as a shortcut. The selection should always be a deliberate list of\nnumbers or IDs — see the 100-issue cap in Step 5b for the full rationale.\n\n### Step 3 — Pick the scope\n\n#### From the Vulnerabilities tab\n\nOffer one of:\n\n- **This Project** — the exemption applies across every pipeline and target in the project.\n- **This Pipeline** — it applies only when this issue shows up in one specific pipeline.\n- **This Target** — it applies only to one repository, container, instance, or configuration.\n\nTwo rules the backend enforces, so this skill must enforce them too before calling\n`harness_create`:\n\n- `target_id` and `pipeline_id` are mutually exclusive on a single exemption. Never send both.\n- For Project scope, send neither. The project is already implied by `project_id` on the request.\n\n`pipeline_security_issue` rows do **not** carry `target_id` or `pipeline_id`, so you need to\nresolve them yourself for the narrower scopes. Use the recipes below — do not poke at unrelated\nendpoints.\n\n##### Resolving `pipeline_id`\n\n1. **If the user pasted a pipeline execution URL,** the URL extractor has already given you\n `pipeline_id`. Use it directly — do not look it up again.\n2. **Otherwise** (you only have a raw `execution_id`), fetch the execution once:\n ```\n harness_get\n resource_type: \"execution\"\n resource_id: \n org_id: \n project_id: \n ```\n Read `pipelineIdentifier` off the response.\n\nNever list pipelines and search for a match. The execution-to-pipeline link is 1:1, and the\nlookup above is constant-time.\n\n##### Resolving `target_id`\n\nPull the scan steps for the same execution and build a small lookup map:\n\n```\n# 1. One call returns scanner + target metadata for every step in the execution.\nharness_list\n resource_type: \"pipeline_security_step\"\n org_id: \n project_id: \n filters:\n execution_id: \n\n# 2. Build a map from the response:\n# key = \":\" e.g. \"nodegoat:master\"\n# value = targetId (22-character Harness ID)\n```\n\nFor each selected issue row, look its `targetVariantName` up in that map. The matching `targetId`\nis what goes into `body.target_id` (single create) or each item's `target_id` (bulk create).\n\nThe `pipeline_security_issue` list response also embeds `_target_id_lookup_hint` and\n`_pipeline_id_lookup_hint` fields that describe these same recipes — surface them verbatim to\nthe user if they ask why the extra call is needed.\n\n##### Suggested call order\n\nWhen the user starts from a URL, the cheapest deterministic plan is:\n\n1. `harness_list pipeline_security_issue` — always, so the user can pick.\n2. `harness_list pipeline_security_step` — only if This Target scope is in play.\n3. `harness_get execution` — only if This Pipeline scope is in play and you don't already have\n `pipeline_id` from the URL.\n4. `harness_create security_exemption` or `security_exemption_bulk`.\n\nThat's three reads at most, plus one write. Never more.\n\n#### From the All Issues page\n\nThe only scope available is **This Project**. If the user asks for This Pipeline or This Target,\nexplain the limitation and wait for them to choose — don't quietly fall back to Project scope:\n\n> The All Issues page doesn't know which execution surfaced this issue, so I can only create a\n> Project-scoped exemption from here. If you need a narrower scope, open the **Vulnerabilities\n> tab** for a recent execution of the pipeline that scanned this target, send me that URL or\n> execution ID, and I'll scope the exemption to just that pipeline or target.\n\n### Step 4 — Collect the exemption fields\n\n| Field | Required | Notes |\n|---|---|---|\n| `issue_id` | yes | From the selected row. |\n| `type` | yes | One of: `Compensating Controls`, `Acceptable Use`, `Acceptable Risk`, `False Positive`, `Fix Unavailable`, `Other`. These match the choices in the Harness UI's Request Exemption dialog. |\n| `reason` | yes | A short justification (max 1024 characters). Ask if the user didn't give one — never invent it. |\n| `duration_days` | no | Defaults to 30. Confirm if the user mentioned a different number. |\n| `link` | no | A ticket URL (Jira, GitHub issue, etc.) if the user mentions one. |\n| `occurrences` | no | A list of specific occurrence IDs. Use only when the user wants to exempt some occurrences and not the whole issue. |\n| `scan_id` | no | Exempts every occurrence found in one scan. Requires This Target scope. |\n\n`requester_id` is filled in automatically from the authenticated PAT — never ask the user for it.\n\nIf you ever need the full schema, run `harness_describe(resource_type=\"security_exemption\")`. Do\nthe same if a create call returns a missing-field error.\n\n### Step 5 — Confirm, then create (single)\n\nEcho the payload back to the user in plain text before calling `harness_create`.
