Discovery: `/discovery`, `/discovery/announce` (only when `DISCOVERY=true`).\n\n## Admin/policy API\n`GET/POST /api/policy` with `Authorization: Bearer $ADMIN_TOKEN`. POST requires the FULL settings object (partial bodies → 400 `invalid_mode`).
