Apply the\ndeterministic checklists in `.github/copilot-instructions.md` first, then use\nthis skill for the editorial and repository-fit judgments that cannot be\nreduced to schema validation.\n\n## Review priorities\n\nReview in this order:\n\n1. Correctness, security, and harmful behavior.\n2. Compliance with the repository's contribution requirements.\n3. Repository fit and meaningful value for GitHub Copilot users.\n4. Differentiation from existing resources and native model capabilities.\n5. Evidence that the contribution was tested or validated.\n6. Clarity, maintainability, and appropriate scope.\n\nDo not use raw file count as a quality metric. Large generated website changes,\nmechanical README updates, and other build outputs can be legitimate and should\nbe evaluated according to their source change.\n\n## Repository fit\n\nConfirm that a submission addresses a specific GitHub Copilot workflow,\ntechnology, domain constraint, or user problem. Flag contributions that:\n\n- provide generic advice that current models already handle well without\n  meaningful uplift\n- restate an existing resource without a clear differentiator\n- use broad claims such as doing everything for every project\n- lack concrete instructions, constraints, examples, or expected outcomes\n- are primarily a wrapper or advertisement for the author's product\n\nPaid or commercial services are not automatically unsuitable. Evaluate whether\nthe contribution provides standalone user value and follows the repository's\nguidance for paid-service submissions.\n\n## AI-authored submissions\n\nA PR title ending in `🤖🤖🤖` is an intentional AI-authorship disclosure from\n`CONTRIBUTING.md`. Do not report the marker itself as a defect.\n\nFor disclosed AI-authored submissions, verify that the PR still demonstrates:\n\n- a concrete need and repository fit\n- human validation or testing of the result\n- useful constraints rather than generic generated prose\n- an explanation of how it differs from existing resources\n\nReview the submitted result, not assumptions about the tool that produced it.\n\n## Marketing and self-promotion\n\nFlag marketing-heavy framing only when there is concrete evidence, such as:\n\n- repeated brand or product promotion unrelated to usage instructions\n- unsupported superlatives or sales claims\n- links or calls to action that dominate the resource\n- a resource whose primary purpose is acquiring users rather than helping them\n  use GitHub Copilot\n\nDescribe the specific evidence and suggest how to refocus the contribution on\nthe user problem. Do not infer promotional intent solely because an author is\nassociated with a referenced project.\n\n## Duplication and differentiation\n\nSearch existing agents, instructions, skills, hooks, workflows, prompts, and\nplugins when the new resource appears similar to existing content. Compare\npurpose and behavior, not only names.\n\nOnly report duplication when the overlap is substantial. Related resources can\ncoexist when they target different frameworks, audiences, constraints, or\nstages of a workflow.\n\nWhen configured MCP context is relevant, use the GitHub MCP server to inspect\nlinked issues, prior submissions, or repository history. Cite the specific\nresource or pull request that supports the finding.\n\n## Evidence and validation\n\nCheck that the PR explains how the contribution was tested or validated. The\nappropriate evidence depends on the resource:\n\n- agents, prompts, instructions, and skills should include a realistic usage\n  scenario or describe how their output was evaluated\n- scripts and bundled assets should have focused tests or reproducible\n  validation steps\n- workflows and hooks should demonstrate safe triggers, least-privilege\n  permissions, constrained outputs, and expected event behavior\n- documentation updates should cite the authoritative feature or behavior they\n  describe\n\nDo not require executable tests for prose-only resources when a realistic\nmanual evaluation is more appropriate.\n\n## Trusted and automated paths\n\nGitHub and Microsoft external-plugin updates are generally trusted-source\nsubmissions. Still report concrete correctness, security, or manifest problems,\nbut do not manufacture editorial concerns merely because the change is\nautomated or externally sourced.\n\nFor automated documentation PRs, distinguish bad content from stale automation\nchurn. Overlapping daily updates may indicate that the workflow should update an\nexisting PR rather than that the documentation itself is low quality.\n\n## Review output\n\nLeave comments only for specific, actionable findings introduced by the PR.\nEach finding should:\n\n- identify the affected file and line when possible\n- explain the concrete impact on users or maintainers\n- cite the repository rule, existing resource, or evidence behind the finding\n- recommend the smallest useful correction\n\nAvoid vague comments such as \"this feels AI-generated,\" \"low quality,\" or\n\"marketing.\" Explain the observable problem.\n\nDo not recommend approval solely because automated checks pass. Human\nmaintainers retain final judgment over editorial value and repository fit.\n\n## Review-policy changes\n\nCopilot Code Review reads skills and instructions from the PR head branch.\nTherefore, treat changes to `.github/skills/code-review/`,\n`.github/copilot-instructions.md`, `AGENTS.md`, or other review-policy files as\nsecurity-sensitive governance changes.
