Under `/loop`, each iteration runs this skill once.\n\n## 1. Find a PR needing review\n\n```bash\ngh pr list --state open --json number,title,labels,isDraft,headRefOid,updatedAt,url\n```\n\nSkip drafts. For each PR, find the latest comment whose first line is\n`Finn-loop review of COMMIT_SHA`.\n\nSkip a PR when that recorded SHA equals its current `headRefOid` and it already\nhas `loop-approved`, `loop-changes-requested`, or `needs-human-review`. Review\nit again when new commits landed after the recorded SHA. If nothing needs\nreview, say so and end the pass.\n\n## 2. Read the contract and code\n\n- Parse the linked issue identifier from `Closes TEAM-NNN` in the PR body and\n  fetch the full Linear issue, including comments and relations. No linked\n  issue is a must-fix finding.\n- Read the full diff and every changed file in context.\n- Review only against the linked issue: acceptance-criteria gaps, defects,\n  broken data flow, unnecessary scope expansion, security problems, missing\n  loading/error states, and code future agents will struggle to modify.\n- Do not suggest unrelated improvements unless they are severe.\n\nEvery must-fix code finding starts with one of:\n\n- `[AC-N]` — the PR does not satisfy that acceptance criterion\n- `[DEFECT]` — the implementation is broken while staying inside scope\n- `[SECURITY]` — a severe security issue blocks shipping\n- `[CI]` — a required GitHub check failed\n\nNon-goals are binding. If fixing a finding would require behavior excluded by\nan `NG-N`, do not prescribe code. Record\n`[SCOPE-CONFLICT AC-N ↔ NG-N]` with the exact contradiction and mark the PR for\nhuman escalation.\n\n## 3. Check merge evidence\n\nInspect the current PR head, mergeability, and required checks:\n\n```bash\ngh pr view NUMBER --json headRefOid,mergeable,mergeStateStatus\ngh pr checks NUMBER --required --json bucket,name,state,link\n```\n\n- If required checks are pending or mergeability is still unknown, report that\n  the PR is waiting and end without posting a verdict or changing labels. A\n  later loop pass will retry it.\n- Failed required checks are `[CI]` must-fix findings.\n- A merge conflict is a `[DEFECT]` must-fix finding.\n- If the repository has no required checks, mark the PR for human escalation;\n  do not apply `loop-approved`. Finn-loop does not treat missing CI as green.\n\nReview the exact `headRefOid` used for this evidence. Re-fetch it immediately\nbefore posting. If it changed, discard the review and start again on a future\npass.\n\n## 4. Post one verdict\n\nPost one comment in this structure:\n\n```md\nFinn-loop review of COMMIT_SHA\n\nCI: required checks passed | failed | not configured\nMergeability: clean | conflicting\n\n## Review\n\nSummary: one or two plain-language sentences on what this PR does.\n\n## 1. Must fix before merge\n\nNone.\n\n## 2. Should fix soon\n\nNone.\n\n## 3. Safe to merge\n\nYes — automated review evidence is complete. A human still makes the merge decision.\n```\n\nThen set labels based on the verdict, checking existing labels before removing\nthem so an absent label does not fail the command:\n\n- No must-fix and no new escalation: add `loop-approved`; remove\n  `loop-changes-requested`. Preserve a pre-existing `needs-human-review` label\n  because it may represent a separate high-risk human gate.\n- Must-fix present: add `loop-changes-requested`; remove `loop-approved`.\n- Scope conflict or no required CI: add `needs-human-review`; remove both\n  `loop-approved` and `loop-changes-requested`; set \"Safe to merge\" to\n  `No — human decision required.`\n\nThe escalation path deliberately leaves the automated repair queue. A human\nmust resolve the reason, change the issue or repository configuration as\nneeded, and remove `needs-human-review` before Finn-loop reviews that unchanged\ncommit again.\n\n## 5. Hard limits\n\n- Never merge or enable auto-merge.\n- Never push commits to the PR branch.\n- Never approve or request changes through a formal GitHub review.
