A proposed area\n   that duplicates an existing pack, or fails an applicable principle, is a\n   **reject** with the failing principle named.\n\n   **Tech-stack accelerator packs** are a distinct routing path — their\n   specificity is the point, so they are **exempt from Universal** and must\n   instead clear every other applicable catalogue principle plus the Charter's\n   accelerator-specific maintainer, maturity-scope (`validated` /\n   `contract-complete` / `experimental`), and archiving/deprecation gates. An\n   accelerator pack that cannot satisfy every extra gate is a reject. If the\n   proposal is tech-stack-specific (a CI/CD platform, IaC tool, SaaS\n   integration), route it through this path explicitly — do not fail it on\n   Universal.\n2. **Diagnose the boundary.** What primitives would the pack carry, what does it\n   depend on (`core`? another pack?), what's explicitly out of scope. If a\n   heavy-knowledge dependency on another folder path in the same source is\n   discovered, surface it as a blocker — a pack that can't stand on its own\n   isn't additive.\n3. **Scaffold the shell** (only on a pass) — `pack.toml`, `.claude-plugin/plugin.json`,\n   `README.md`, empty `.apm/`. Route all writes through\n   `agentbundle.safety.write_jailed`. See\n   [`references/pack-shell.md`](references/pack-shell.md).\n4. **Emit an RFC through the target catalogue's canonical RFC workflow.** When\n   `new-rfc` is installed, use it rather than reproducing its template; otherwise\n   resolve the target catalogue's established RFC authoring surface and stop for\n   guidance if none exists. Add the per-**primitive** inventory + verdicts (the\n   pack's candidate skills/agents/hooks, each assimilate/reject) as proposal\n   content.
