Load All Inputs\n\n### ADRs\n**Establish the denominator first.** Glob `docs/architecture/adr-*.md`. Call the\ncount **N**. Extract Rules from Each ADR\n\nRead **only these four sections** per Accepted ADR — not the whole file. Context,\nConsequences, Migration Plan and Validation Criteria explain *why* a decision was\nmade; the manifest records *what to do*, so they are not needed here:\n```\nGrep pattern=\"^## (Decision|Alternatives Considered|Performance Implications|Engine Compatibility)\" glob=\"docs/architecture/adr-*.md\" output_mode=\"content\" -A 30\n```\nFilter the results to the Accepted set **A** resolved above. If a section is\nabsent for a given ADR, note it per ADR and continue; if a section is absent\nacross **all** of A, report \"No Accepted ADR contains a `[section]` section — the\nmanifest's [category] rules will be empty. Verify this is intended.\" Escalate to\na full read of one ADR only when its scanned sections cross-reference material\noutside them (e.g. a Decision that says \"subject to the constraints in Context\").\n\nFor each Accepted ADR, extract:\n\n### Required Patterns (from the `## Decision` section)\n- Every \"must\", \"should\", \"required to\", \"always\" statement in the Decision body\n  — including any `### Implementation Guidelines` sub-heading when the ADR has one\n  (newer ADRs emit it; older ones state mandates directly in `## Decision`). Never\n  scan for `### Implementation Guidelines` alone — it is absent from many\n  skill-authored ADRs, and scanning for it yields an empty Required Patterns\n  section on a manifest that should have been full.\n- Every specific pattern or approach mandated\n\n### Forbidden Approaches (from \"Alternatives Considered\" sections)\n- Every alternative that was explicitly rejected — *why* it was rejected becomes\n  the rule (\"never use X because Y\")\n- Any anti-patterns explicitly called out\n\n### Performance Guardrails (from \"Performance Implications\" section)\n- Budget constraints: \"max N ms per frame for this system\"\n- Memory limits: \"this system must not exceed N MB\"\n\n### Engine API Constraints (from \"Engine Compatibility\" section)\n- Post-cutoff APIs that require verification\n- Verified behaviours that differ from default LLM assumptions\n- API fields or methods that behave differently in the pinned engine version\n\n### Layer Classification\nClassify each rule by the architectural layer of the system it governs:\n- **Foundation**: Scene management, event architecture, save/load, engine init\n- **Core**: Core gameplay loops, main player systems, physics/collision\n- **Feature**: Secondary systems, secondary mechanics, AI\n- **Presentation**: Rendering, audio, UI, VFX, shaders\n\nIf an ADR spans multiple layers, duplicate the rule into each relevant layer.\n\n---\n\n## 3. Add Global Rules\n\nCombine rules that apply to all layers:\n\n### From project config (`project.yaml`, else `technical-preferences.md`):\n- Naming conventions — `naming.*`: classes, variables, signals/events, files, constants\n- Performance budgets — `performance.*`: target framerate, frame budget, draw call limits, memory ceiling\n\n### From deprecated-apis.md:\n- Deprecated APIs → Forbidden API entries, **filtered for relevance to this\n  project**. Do not copy the deprecation table wholesale.\n  > Each entry must apply to what this project actually builds. `deprecated-apis.md`\n  > mixes dimensions and subsystems: its `GodotPhysics3D → Jolt Physics 3D` row is\n  > **3D-only**, so emitting it unqualified gives a 2D project a global rule about\n  > a physics engine it never uses. If you cannot tell whether an entry applies —\n  > 2D vs 3D, a module the project does not include — either scope the rule\n  > (\"when using 3D physics: ...\") or omit it and note it as unresolved. A manifest\n  > of rules that do not apply is one nobody reads, and `/create-stories` consumes\n  > this file.\n\n### From current-best-practices.md (if available):\n- Engine-recommended patterns → Required entries\n\n### From technical-preferences.md forbidden patterns:\n- Copy any \"Forbidden Patterns\" entries directly\n\n---\n\n## 4. Note: \"TD-MANIFEST skipped — Lean mode.\" Proceed to Phase 5.\n- `full` → spawn as normal.\n\nSpawn `technical-director` via `Agent` using gate **TD-MANIFEST** (`.claude/docs/director-gates/td-manifest.md`).\n\nPass: the Control Manifest Preview from Phase 4 (rule counts per layer, full extracted rule list), the list of ADRs covered, engine version, and any rules sourced from technical-preferences.md or engine reference docs.\n\nThe technical-director reviews whether:\n- All mandatory ADR patterns are captured and accurately stated\n- Forbidden approaches are complete and correctly attributed\n- No rules were added that lack a source ADR or preference document\n- Performance guardrails are consistent with the ADR constraints\n\nApply the verdict:\n- **APPROVE** → proceed to Phase 5\n- **CONCERNS** → surface via `AskUserQuestion` with options: `Revise flagged rules` / `Accept and proceed` / `Discuss further`\n- **REJECT** → do not write the manifest; fix the flagged rules and re-present the summary\n\n---\n\n## 5.
