The tracker itself is not proof of completion.\n\n## Workflow\n\n1. Confirm that the user explicitly requested persistent goal tracking or\n   resumption. Otherwise stop using this skill and complete the task normally.\n2. Read the source goal and existing tracker files. When tracker files exist,\n   `goal-tasks.md` is the current status truth: resume from it instead of\n   re-deriving status from the source plan, and treat status notes inside the\n   source plan as historical input.\n3. Create tracker files only when they are missing and persistent tracking is\n   part of the request.\n4. Extract actionable tasks, not every paragraph or improvement idea.\n5. Continue the current safe task. Do not invent new work merely to keep the\n   goal active.\n6. Update tracker files only at a meaningful phase boundary, a status change,\n   or before stopping. Do not interrupt implementation after every small unit\n   to rewrite the tracker.\n7. Before stopping, ensure completed work has evidence, blockers are concrete,\n   and `Handoff` says what to read and do next.\n\n## Human and External Boundaries\n\n- Mark business decisions, credentials, permissions, irreversible actions,\n  production changes, and external approvals as `HUMAN_PENDING` unless the\n  user has already authorized the exact action.\n- Never mark a human action complete without current evidence.\n- Keep implementation, testing, Git, release, and deployment behavior under\n  their normal task rules.
