It determines whether a quota is nearing its limit (85%+\nutilization) and takes action: requesting a quota increase via the Service Quotas API\nwhen possible, or recommending a support case when programmatic increases are not supported.\n\n## When to Use This Skill\n\n- An error message indicates throttling or limit exceeded (e.g., `ThrottlingException`,\n  `TooManyRequestsException`, `LimitExceededException`, `ResourceLimitExceeded`).\n- A resource creation or scaling operation fails with capacity errors.\n- An investigation recommendation involves provisioning additional AWS resources\n  (e.g., adding EC2 instances, creating VPCs, adding NAT Gateways, launching RDS instances).\n- Capacity planning or pre-launch readiness checks.\n- Proactive monitoring of quota utilization across services.\n\n## Prerequisites\n\n- The agent must have permissions to call Service Quotas APIs:\n  - `servicequotas:ListServices`\n  - `servicequotas:ListServiceQuotas`\n  - `servicequotas:GetServiceQuota`\n  - `servicequotas:RequestServiceQuotaIncrease`\n  - `servicequotas:ListRequestedServiceQuotaChangeHistory`\n  - `servicequotas:CreateSupportCase`\n- For utilization data via CloudWatch, the agent needs:\n  - `cloudwatch:GetMetricData`\n  - `cloudwatch:GetMetricStatistics`\n- Service Quotas is a regional service. Quotas must be checked in the region\n  where resources are deployed.\n\n---\n\n## Step 1: Identify the Service and Quota Context\n\nDetermine which service and quota to check based on the investigation context:\n\n1. **From error messages** — extract the service name and specific limit mentioned.\n2. **From recommendations** — if the recommendation is to provision resources, identify\n   the service (e.g., EC2, VPC, RDS, Lambda, ELB) and the resource type.\n3. **From alarms** — if a CloudWatch alarm indicates capacity pressure, identify the\n   underlying service.\n\n### Common service codes\n\n| AWS Service | Service Code |\n|-------------|-------------|\n| Amazon EC2 | `ec2` |\n| Amazon VPC | `vpc` |\n| Elastic Load Balancing | `elasticloadbalancing` |\n| Amazon RDS | `rds` |\n| AWS Lambda | `lambda` |\n| Amazon ECS | `ecs` |\n| Amazon EKS | `eks` |\n| Amazon S3 | `s3` |\n| Amazon DynamoDB | `dynamodb` |\n| AWS Fargate | `fargate` |\n| Amazon CloudWatch | `monitoring` |\n| AWS CloudFormation | `cloudformation` |\n| Amazon SQS | `sqs` |\n| Amazon SNS | `sns` |\n| Amazon ElastiCache | `elasticache` |\n| Amazon OpenSearch Service | `es` |\n| Auto Scaling | `autoscaling` |\n\nIf you do not know the service code, use:\n\n```bash\naws service-quotas list-services \\\n  --query \"Services[?contains(ServiceName, '<keyword>')]\" \\\n  --region <region>\n```\n\n---\n\n## Step 2: Retrieve Quota Value and Utilization\n\n### Get the applied quota value\n\n```bash\naws service-quotas get-service-quota \\\n  --service-code <service-code> \\\n  --quota-code <quota-code> \\\n  --region <region>\n```\n\nThe response includes:\n- `Value` — the current quota limit (applied value, or default if no increase was granted)\n- `Adjustable` — whether the quota can be increased\n- `UsageMetric` — CloudWatch metric to check current utilization (if available)\n\n### If you do not know the quota code\n\nList all quotas for the service:\n\n```bash\naws service-quotas list-service-quotas \\\n  --service-code <service-code> \\\n  --region <region>\n```\n\nFilter by quota name keyword:\n\n```bash\naws service-quotas list-service-quotas \\\n  --service-code <service-code> \\\n  --region <region> \\\n  --query \"Quotas[?contains(QuotaName, '<keyword>')]\"\n```\n\n### Get current utilization via CloudWatch\n\nIf the `UsageMetric` field is present in the quota response, query CloudWatch for actual usage:\n\n```bash\naws cloudwatch get-metric-statistics \\\n  --namespace \"<MetricNamespace>\" \\\n  --metric-name \"<MetricName>\" \\\n  --dimensions <MetricDimensions> \\\n  --start-time \"<15-minutes-ago-ISO8601>\" \\\n  --end-time \"<now-ISO8601>\" \\\n  --period 300 \\\n  --statistics <MetricStatisticRecommendation> \\\n  --region <region>\n```\n\nThe `UsageMetric` object from the quota response provides all the parameters:\n- `MetricNamespace` — typically `AWS/Usage`\n- `MetricName` — typically `ResourceCount`\n- `MetricDimensions` — service-specific dimensions (e.g., `Class`, `Resource`, `Service`, `Type`)\n- `MetricStatisticRecommendation` — either `Maximum` or `Sum`\n\n### Alternative: count resources directly\n\nIf no `UsageMetric` is available, count resources using the service's Describe/List APIs:\n\n| Service | Command to count resources |\n|---------|---------------------------|\n| EC2 instances | `aws ec2 describe-instances --query \"Reservations[].Instances[] \\| length(@)\"` |\n| VPCs | `aws ec2 describe-vpcs --query \"Vpcs \\| length(@)\"` |\n| NAT Gateways | `aws ec2 describe-nat-gateways --filter Name=state,Values=available --query \"NatGateways \\| length(@)\"` |\n| EIPs | `aws ec2 describe-addresses --query \"Addresses \\| length(@)\"` |\n| RDS instances | `aws rds describe-db-instances --query \"DBInstances \\| length(@)\"` |\n| Lambda functions | `aws lambda list-functions --query \"Functions \\| length(@)\"` |\n| ECS services | `aws ecs list-services --cluster <cluster> --query \"serviceArns \\| length(@)\"` |\n| ALBs | `aws elbv2 describe-load-balancers --query \"LoadBalancers \\| length(@)\"` |\n\n---\n\n## Step 3: Calculate Utilization and Assess Risk\n\n### Calculate utilization percentage\n\n```\nutilization_pct = (current_usage / quota_value) × 100\n```\n\n### Risk assessment thresholds\n\n| Utilization | Risk Level | Action |\n|------------|------------|--------|\n| < 70% | Low | No action needed. Report current state. |\n| 70% – 84% | Medium | Flag as approaching limit. Monitor closely. |\n| 85% – 94% | High | Recommend quota increase. Proceed to Step 4. |\n| 95% – 100% | Critical | Urgent quota increase required. Proceed to Step 4. |\n| = 100% | Exhausted | Quota is blocking operations. Use this formula:\n\n```\ndesired_value = current_quota × 1.5   (50% increase over current limit)\n```\n\nIf the quota is already exhausted (100% utilization), recommend:\n\n```\ndesired_value = current_quota × 2.0   (double the current limit)\n```\n\nPresent the recommendation to the user:\n\n> \"The quota **[QuotaName]** is at **[X]%** utilization ([current_usage]/[quota_value]).\n> I recommend increasing it to **[desired_value]**. Shall I submit the quota increase\n> request?\"\n\nIf the user confirms, submit the request:\n\n```bash\naws service-quotas request-service-quota-increase \\\n  --service-code <service-code> \\\n  --quota-code <quota-code> \\\n  --desired-value <desired-value> \\\n  --region <region>\n```\n\nAfter submitting, check the response:\n- `Status: PENDING` — request submitted successfully. Inform the user that AWS will\n  review the request (typically processed within minutes for auto-approved quotas,\n  or up to a few days for manual review).\n- `Status: CASE_OPENED` — a support case was automatically created.\n\nReport the request ID and status:\n\n> \"Quota increase request submitted successfully.\n> - Request ID: [Id]\n> - Status: [Status]\n> - Desired value: [DesiredValue]\n>\n> You can check the status with:\n> `aws service-quotas get-requested-service-quota-change --request-id <Id>`\"\n\n### Step 4b: Recommend Support Case (non-adjustable quotas)\n\nIf the quota cannot be increased via the API (`Adjustable: false`), inform the user:\n\n> \"The quota **[QuotaName]** cannot be increased programmatically via the Service\n> Quotas API. To request an increase, you need to open an AWS Support case.\n>\n> Would you like me to:\n> 1. Open a support case via the Service Quotas API (requires an existing pending\n>    quota increase request)\n> 2. Provide instructions to open a support case manually via the AWS Console\"\n\nIf there is an existing pending request, use:\n\n```bash\naws service-quotas create-support-case \\\n  --request-id <request-id> \\\n  --region <region>\n```\n\nOtherwise, provide manual instructions:\n\n> \"To request this quota increase:\n> 1. Go to the AWS Support Center: https://console.aws.amazon.com/support/\n> 2. Create a new case → Service limit increase\n> 3. Select service: [ServiceName]\n> 4. Select quota: [QuotaName]\n> 5. Specify the new desired value: [desired_value]\n> 6. Provide business justification for the increase\"\n\n---\n\n## Step 5: Check for Pending Requests\n\nBefore submitting a new request, check if there is already a pending increase request:\n\n```bash\naws service-quotas list-requested-service-quota-change-history-by-quota \\\n  --service-code <service-code> \\\n  --quota-code <quota-code> \\\n  --region <region> \\\n  --query \"RequestedQuotas[?Status=='PENDING']\"\n```\n\nIf a pending request exists:\n- Report the existing request details (ID, desired value, date submitted)\n- Do NOT submit a duplicate request\n- Offer to create a support case to expedite the existing request if needed\n\n---\n\n## Step 6: Post-Increase Verification\n\nAfter a quota increase is approved, verify the new limit:\n\n```bash\naws service-quotas get-service-quota \\\n  --service-code <service-code> \\\n  --quota-code <quota-code> \\\n  --region <region>\n```\n\nConfirm the `Value` field reflects the new limit.\n\n---\n\n## Multi-Quota Check (Bulk Assessment)\n\nWhen a recommendation involves provisioning multiple resource types, or for proactive\ncapacity planning, check all relevant quotas for the service:\n\n```bash\naws service-quotas list-service-quotas \\\n  --service-code <service-code> \\\n  --region <region>\n```\n\nFor each quota that has a `UsageMetric`, calculate utilization.
