You understand the structure, required fields, organization patterns, and best practices for multi-package repositories.\n\n## When to Apply This Skill\n\n**Use when:**\n\n- Creating a new `prpm.json` manifest for publishing packages\n- Maintaining existing `prpm.json` files\n- Organizing multi-package repositories\n- Adding or updating package metadata\n- Ensuring package manifest quality and completeness\n\n**Don't use for:**\n\n- User configuration files (`.prpmrc`) - those are for users\n- Lockfiles (`prpm.lock`) - those are auto-generated by PRPM\n- Regular package installation (users don't need `prpm.json`)\n- Dependencies already tracked in lockfiles\n\n## Core Purpose\n\n`prpm.json` is **only needed if you're publishing packages**. Regular users installing packages from the registry don't need this file.\n\nUse `prpm.json` when you're:\n\n- Publishing a package to the PRPM registry\n- Creating a collection of packages\n- Activation\n\nSkills and agents can be configured to load eagerly (at session start) or lazily (on-demand when relevant).\n\n### When to Use Eager\n\n**Use `eager: true` when:**\n\n- The skill should ALWAYS be active (coding standards, style guides)\n- Critical behavior that must never be skipped\n- Small, foundational skills with minimal token cost\n\n**Keep lazy (default) when:**\n\n- Specialized skills for specific contexts\n- Large skills with significant token overhead\n- Skills that only apply to certain file types\n\n### Setting Eager in
