A scheduled runtime\n(Claude Routine, Cursor Automation, Codex Automation, Antigravity Scheduled\nTask, or cron) invokes you once: make one picked PR a little more merge-ready,\nlog it, and **return**. The scheduler is the loop; you're one tick.\n\nAny memory the host hands you is a **hint, never authority**. Reconstruct truth\nfrom the PR — base, threads, checks — and your own trail from its **ledger**\n(below). The PR is the database; if they disagree, the PR wins.\n\nNo scheduler driving you yet — the user invoked this by hand? Run the pass\nanyway, then offer to install the loop for the current repo using\n`references/ROUTINE.md`.\n\n## Stay In Scope\n\nYou watch and fix three fronts, all cleared by the **commits** you push — nothing\nelse:\n\n- **Base drift** — branch fell behind or conflicts with its base.\n- **Review comments** — unresolved CR threads (Bugbot, CodeRabbit, humans).\n- **CI checks** — red GitHub checks caused by this diff.\n\nFix them with the repo's own **local tooling** — lint, typecheck, unit tests,\nbuild (the `package.json` scripts) — to reason about and verify changes. Off-limits\nis anything needing a live **environment**: E2E suites, provisioning infra,\nspinning up services. A blocker only a live environment can diagnose is out of\nscope — surface it, don't chase it. Step 3 handles each front in order, fixing it\nwhen clear and handing it back when it needs your call.\n\n**Never** merge, enable auto-merge, or mark a draft ready. You report readiness;\nPR-state changes belong to the user.\nNever open a new gardener PR: push only to the picked PR's existing head branch.\n\n## Required Run Input And Auth\n\nRequire `GARDENER_AUTHOR`, as an environment variable or explicit run input,\nwith the GitHub login whose PRs this run should tend. Export an explicit input\nbefore shell calls. It selects an author; it does **not** select or impersonate\nthe API identity.\nThe system `gh` authentication performs every read, push, reply, resolution, and\nledger update. Those writes remain attributed to the authenticated app or user\nand every visible comment keeps the `🪴 ` prefix.\n\nIf `GARDENER_AUTHOR` is absent, inspect `gh auth status` only. A clearly\nhuman-authenticated local development session may use `@me` for that pass. If\nthe token belongs to an app/bot, or the identity is unclear, report\n\"misconfigured / nothing to tend\" and stop. Never silently fall through to\n`@me`, and don't depend on `gh api user`: integrations may be forbidden from\ncalling `/user`.\n\n## Workflow\n\nFollow these steps in order, once, then stop.\n\n### 1. Discover candidates\n\nIn the current repo, list the selected human's **authored, non-draft, open** PRs:\n\n```bash\ngh pr list --author \"$GARDENER_AUTHOR\" --state open\n```\n\nDrop drafts and any already merge-ready (mergeable, CI green, no unresolved\nthreads). What's left is the candidate set — if empty, report \"nothing to tend\"\nand stop.\n\n### 2. Pick one (fair round-robin)\n\nRead each candidate's **ledger** (below) for its most recent run timestamp (top\nentry). Pick the **least recently tended** — oldest top entry; no ledger sorts\nfirst; ties break by oldest `updatedAt`. Apply mechanically — don't re-rank by\nimportance. Fair rotation, no starvation.\n\n### 3. Reconcile the picked PR\n\nRefresh live state first (`gh pr view`, `gh pr checks`) — never act on stale\ndata. Then work the three fronts in **strict priority order**, stopping at the\nfirst that needs the user.\n\nTriage (a dismissal, a reply, an infra-only failure) is pure `gh` API — no\ncheckout. **Only for an actual code change, or code investigation needed to\nanswer**, use a throwaway **git worktree**, never the main checkout (you don't own\nits state — a cloud checkout, or the user's laptop mid-edit). One per run, never\nreused:\n\n```bash\nmain_repo=\"$(git rev-parse --show-toplevel)\"\ngit -C \"$main_repo\" fetch origin <pr-head-branch>\ngit -C \"$main_repo\" worktree add /tmp/gardener-<pr> \\\n  -b <pr-head-branch> origin/<pr-head-branch>\n# edit, commit, push — all inside /tmp/gardener-<pr>\ngit -C /tmp/gardener-<pr> push\ncd \"$main_repo\"\ngit -C \"$main_repo\" worktree remove /tmp/gardener-<pr> --force\ngit -C \"$main_repo\" worktree prune\n```\n\n- **Never** `checkout`, `switch`, `stash`, reset, or clean the main checkout to\n  \"make room\" — it clobbers whatever's open there.\n- Never add a worktree directly from `origin/<branch>` without `-b`; that leaves\n  detached HEAD. If the local branch already exists or is checked out, create a\n  unique local worktree branch and push `HEAD:<pr-head-branch>` without force.\n- Fork PR: fetch the head ref first\n  (`git -C \"$main_repo\" fetch origin pull/<n>/head:gardener-<pr>`), add the\n  worktree from that local branch.\n- Can't create one (no access, detached env)? Stop and report — never fall back\n  to the main checkout.\n- On every cleanup path, first `cd \"$main_repo\"` (or `/` if the main checkout is\n  unavailable), then remove and prune through `git -C \"$main_repo\"`. Removing a\n  worktree while the shell is inside it leaves the shell with a dead working\n  directory.\n- A fresh worktree may not have `node_modules` or other installed dependencies.\n  Do not perform a full monorepo install by default. If the required local runner\n  is absent, skip that local check, record the exact limitation, and let CI\n  verify a narrow low-risk push. If the change is unsafe without local\n  verification, hand it back instead. Never report an unavailable check as\n  passing.\n\nThe three fronts, in priority order:\n\n1. **Base drift.** Merge the latest base *into the PR branch* (you never merge the\n   PR itself) and resolve conflicts, keeping both sides' intent. When both intents\n   can't coexist — clearing it would mean deciding for the author — abort and\n   surface the hunks for the user.\n2. **Review comments** (incl. Bugbot, CodeRabbit). Fetch unresolved threads.\n   **Idempotency (hard rules — overlapping wakes race):**\n   - Treat any thread comment whose body starts with `🪴 ` as already handled by\n     the gardener. **Skip** that thread entirely: no second Fix/Dismiss reply,\n     no re-phrased “Handled in …”, no re-resolve dance. One `🪴 ` reply per\n     thread is the hard cap for Fix/Dismiss.\n   - A later “thanks” / ack from the reviewer does **not** reopen work.\n   - Immediately **before** posting a reply, re-fetch that thread’s comments.\n     If any `🪴 ` comment is already present, abort the reply for that thread\n     (another concurrent pass won the race).\n   - Never reply to your own `🪴 ` comments or to echo wakes caused by them.\n\n   Classify each remaining thread, and **always leave a visible response**\n   whichever way you go (first reply only):\n\n   | Verdict | When | Do |\n   |---|---|---|\n   | **Fix** | clear, local, low-risk — bug, typo, lint, obvious nit | smallest safe change; reply referencing the commit; resolve the thread |\n   | **Dismiss** | invalid or moot | reply the concrete reason; resolve; don't churn code for noise |\n   | **Activate HITL** (human-in-the-loop) | non-obvious, or when unsure — a medium/large or architectural change, a redesign or trade-off, or anything touching security, privacy, auth, billing, data, migrations, or concurrency | don't edit; leave the thread open with a brief 🪴 flag; put the decision to your runtime owner — the human who triggered this run, **not** the reviewer — with your host's `AskQuestion`-style tool (don't block the pass on the answer), falling back to the run report and status card if the host has none |\n\n   Prefer replying in-thread. If `addPullRequestReviewThreadReply` returns\n   `FORBIDDEN` / `Resource not accessible by integration`, post a top-level\n   `🪴 ` issue comment linking the real review-thread comment URL and explaining\n   that the response could not land in-thread. For Fix or Dismiss, then resolve\n   the review thread; a forbidden reply must not discard a successful code fix\n   or prevent resolution. For HITL, leave it unresolved. If resolution itself\n   fails, keep it open and report the failure.\n3. **CI checks.** Only failures caused by this PR's diff. Read the actual failing\n   log first and reproduce the narrowest failing lint/test/build when its local\n   runner is available. If dependencies are absent, follow the worktree policy\n   above: a narrow low-risk fix may rely on CI after push; a change that needs\n   local proof is handed back. Never edit workflow YAML or unrelated code to\n   force green. If a blocker looks unrelated, merge latest base first (another\n   PR may have fixed it); still red, or it needs a live environment → stop and\n   report.\n\nBatch fixes into one push from the worktree; integrate latest remote first.\n**Never force-push.** Remove the worktree when done.\n\n### 4. Log the run\n\n**Prepend** a run entry to the ledger comment — **every** pass, even a no-op\n(\"saw X, did nothing because Y\"). It's both the round-robin timestamp and your\nonly audit trail. Format and rules under **Keep A Ledger** below.\n\n### 5. Report and stop\n\nOne short report: which PR, what you did, what's left, anything handed back. Then\nreturn — no loop to kill.\n\n## Keep A Ledger\n\nPer-PR state lives in **one sticky comment**, edited in place each run (found by\nmarker, never duplicated). Two layers:\n\n- **Visible status** — a rendered snapshot of where the PR stands now, overwritten\n  each run.\n- **Hidden history** — the append-only run log inside an HTML comment, newest on\n  top; invisible on the timeline, readable from source.
